The International Chess Festival of Morelia City Organizing Committee with the guarantee of the National Chess Federation of Mexico A. C. calls every national and foreign chess players to participle in the
3 rd International Chess Tournament “Open Morelia 2008”
1. Date and place: The tournament will take place in the Casa de la Cultura , situated in the historic center of the city of Morelia (Morelos Norte Ave. No. 485), Michoacan, Mexico . It will be held in February 2008 from Thursday 14 th to Sunday 17 th .
2. Participation: Any chess player that wishes to participate, in eight categories:

Advise: The foreign players, without national rating, will forcefully play in the open category.
3. System and calendar: It will play under the Swiss competence system at seven rounds, according to the next calendar:

- In the International Chess Festival of Morelia office, located in Leona Vicario St. #62 in the Historic Center of Morelia, Michoacan.
The payment could be done by bank deposit to account No. 8088291 branch 118 in the name of Festival Internacional de Ajedrez Ciudad de Morelia A. C. BANAMEX Bank CLABE 002470011880882913; and personal way in the organizing committee office.
The registration will be valid only with the corresponding payment. It's important to keep the bank deposit receipt; it must be solicited at the moment of the enrollment.
The registration cost by category is:
Open Category:
- Until January 31 st U$ 75 dollars / $ 800.00 Mexican pesos.
- Until February 12 st U$ 90 dollars / $ 1000.00 Mexican pesos.
Advanced, Initiated, Beginners, Juvenile
- Until January 31 st U$ 50 dollars / $ 500.00 Mexican pesos.
- Until February 14 st U$ 65 dollars / $ 700.00 Mexican pesos.
Infantile
Before February 12 th the inscriptions will increased $ 100.00 Mexican Pesos in each category.
5. Awards
Trophies will be given to the three first places of each category. Diploma will be given to the prizes winners.
There will be a bag with $ 455,000.00 Mexican Pesos, distributed between the winners of each category, in the following way:

Advise: The prizes will no be divided.
6. Rules: the Official Regulation of FIDE rules, in case of ties, will be used the next break ties: Accumulative, Medium of Harkness (M-Buchholz), Solkoff (Buchholz), Sonnenborn-Berger, Individual Game and Color in that way.
7. Rhythm: the game rhythm will have 90 minutes by player throughout the game, with an increase of 30 seconds by move. An hour will be given before declaring the nonappearance.
In the infantile categories the rhythm will have an hour per player for the whole game.
8. Transitories:
- To register you can ask for, up to 2 byes to rest of ½ point before the 4 th round.
- The points or unforeseen cases in the present convocation will be dissolved by the arbitrators and their decision will be unavoidable.
